The United States Postal Service (USPS) has finalized new incentives for high-volume mailers in 2024. The incentives are intended to promote volume growth in 2024 and beyond.
The incentives include:
✓ A 30% discount on every piece of mail after the first million pieces sent in 2024
✓ A credit equal to 30% of the average per-piece price paid for all qualifying volume
✓ A 30% credit for the amount in excess of the established baseline during calendar year 2024
✓ A 30% postage credit on all additional qualifying incremental mail in 2024
How does it work?
Each mail owner will have a baseline mail piece count per classification (see classifications below). The base-line for each classification is simply your total mail volume for that classification during the USPS fiscal year (FY) October 1, 2022, through September 30, 2023.
For each piece of mail you send above your baseline, you will receive 30% of the postage you paid as credit toward future mailings.

How long will this last?
The incentives will run from January 1, 2024 through December 31, 2024. Mailers will have until December 31, 2025 to use their credits, provided their mailing volume during calendar year 2025 exceeds that of 2024.
The USPS also offers bulk mail discounts, which are typically 35 to 65 percent cheaper than first-class postage. Discounts vary depending on the destination, size, and type of mail piece.
